In the United States professional boxing is regulated by local and state boxing commissions who oversee boxing matches, license boxers, promoters, matchmakers, seconds, referees and judges. Currently five states do not have a boxing commission (Alabama, South Dakota and Delaware are soon to have commissions) and federal law requires states to oversee professional fights. Per the Professional Boxing Safety Act of 1996 (PBSA) and Muhammad Ali Boxing Reform Act states without boxing commissions cannot hold fights unless another state or the Association of Boxing Commissions (ABC) oversees them.
